How do I get the send/receive back in Outlook 2003?

Outlook 2003: I am missing my send/receive button. This is missing on the
tool menu. I cannot add it from the command options either. Also missing
the Rules Wizard option. I have uninstalled and reinstalled all of Office,
even to the extreme of removing all other files on my PC and all refernces in
the Registry. How do I fix this without completely formatting my PC?
 
Outlook is not part of Windows, so reformatting is not needed. (except if you
messed up the registry badly) Send receive doesn't appear until you have set
up your POP mail accts according to the settings given to you by your
Internet service Provider. Go to Tools, Accounts, and make sure you have POP
mail accounts set up. Here's something else to try--go to File, Open on the
menu and open a different pst file. Make sure you are in Folder View.
