How do I get rid of this balloon!

I'm not sure if it's called a balloon or not but it's that description box
that pops up everytime I mouse over anything? Is there a way to get rid of
it or make it smaller or something? I hate that thing -- it's always in my
way!
 
Control Panel > Folder Options > View and de-select anything to do with tips
or baloon tips.
