Those freaking balloons

Can someone tell me how to get rid of those most annoyting balloons that pop
up whenever you mouse over anything???? What ever were they thinking by not
providing an option to shut those things off!!!

Try the following:
Go to Start -> Control Panel and double click on Folder
Options.
Click on the View tab.
Remove the check mark from the box next to "Show pop-up
description for folder and desktop items".
Click OK.

That's strange, because I have the box checked yet I do not seem to suffer
from these 'balloons' - what do they look like and under what circumstances
to they appear?

If you pause momentarily over most of your Start menu items, a
beige box should pop up with a brief description of the item.
It will display for a short period of time and then disappear.
The same goes for folders and desktop items. If you open a
folder and move the mouse pointer so it's hovering over a
folder, a box should appear which lists the size of the folder
along with a list of some of the folder's contents. Hover over
a file and you should see an informational box which details
the type of file, its size and date modified or created.
Unchecking the box I referred to in my earlier response
disables this feature.

Those are the "balloons" that I thought the OP was trying to
avoid seeing.

Now I know what you mean - of course I have them - I have hardly ever
noticed them - probably don't pause long enough.
I do find them of use sometimes - I don't need to right click and go into
properties to get basic details of a folder or file.
