How do I get Outlook 2003 work correctly with SSL SMTP?

When Outlook 2003 sends mail via SSL SMTP on port 26, it always says that the
SMTP server does not support SSL, which is not true since I send SMTP SSL all
the time through that server. Outlook 2003 is very finicky, sometimes it
works, sometimes it doesn't.

I have found a painful workaround:

I change the port back to 25 in my Email Account setup, exit Outlook, then
change the port back to 26 and then it works for whatever is in the OutBox.

How do I get Outlook 2003 to work correctly with SMTP SSL?

Go to Microsoft.com and apply all of the "Office Updates", I am not sure
which one might fix this but I have had many similar problems and after I
have gone through my entire office and applied the updates, the problems have
almost disappeared.
