How do I get Headers to display Korean ?

I have installed the Korean language pack and set up using Korean in Windows
XP. The body of the email displays the Korean corectly but the headers do
not.
 
what does the header option in tools, options, mail format, international
setting do?

I don't have the use English option selected. It appears to be for replies
and forwards anyway.
