How do i get Folders displayed in Win Explorer?

I have a few shortcuts on my desktop which point to folders. They
open with Windows Explorer, but i always have to click the Folder icon
to show folders. when i click on Win Explorer, i normally have both
panes shown.

How can i change the shortcut so i goes to the designated folder in
the left pane, showing the contents of that folder in the right pane?

Rightclick the Shortcut/Properties/edit Targe
e.g. %SystemRoot%\esplorer.exe\C:\Windows\Programs\file name

I tried to edit the target (and changed the esplorer to explorer) but
it says the target is wrong.

Do i leave the "%SystemRoot%" as is, or do i replace it with
"C:\WINDOWS" ? I also want a Folder opened, with the contents in the
right pane.

I did this in W98, but i don't remember how/what i did.
