How to force Windows Explorer to display Folders in the left pane on startup?

Hello,
When I click directly on explorer.exe the opened window has
Folders displayed in the left pane.
When I click on any shortcut to the folder, the opened window's left pane
does not contain Folders but some other menus such as File and Folder Tasks,
Other Places etc.
How to set Windows (I believe it must be Folders Options) so the Folders
will be always displayed in the left pane?

In Explorer, Tools Menu > Folder Options > General tab, under Task, tick Use
Windows classic folders > View tab > click Apply to All folders > click Apply
button below.
