How do I get a measurements option to stick permanently?

In Word 2003, it wants to use points as the unit of measure, and I want to
use inches. I go into Tools|Options|General and set the Measurement Units to
inches. But I keep having to do this over and over again. Is there any way
to get it to work globally permanently?

If your options are not being saved, it may be that the Word Data key in the
Registry is damaged; see
http://word.mvps.org/FAQs/AppErrors/MissingMenusEtc.htm. But if the issue is
the ruler units, they may be character units; see

There's also the issue of Acrobat (version I-can't-remember-which)
preventing changes to normal.dot.

Though theoretically that should not affect Options settings, which are
saved in the Registry.

True, but I think they are put there as part of the same Save event.

I've always suspected as much. Occasionally I suspect I'm getting a prompt
to save Normal.dot when I haven't changed anything except Registry settings,
but I can never be 100% sure.
