Cannot change general measurement to inches

Word 2003 was installed as an upgrade to Word 2000, all settings are correct,
country code, dollars, inches, etc. When we open Word the bar on top shows
anything but inches as the page measurements. We go to toools, options,
general tab and its says inches. We have tried changing to millimeters, pica,
centimeters and back to inches and nothing happens. We really want inches to
show up there. Everything else functions normally. Any suggestions?
