How do I get a full page of labels vs 1 label?

I am trying to make a full page of return address labels, and all I get is 4
labels at the most. what am i missing?

After you click on labels and the window is open for you to type your return
address. Click Options to be sure you select the right kind of labels, then
click on new document.
