How do I set up a full page of labels which are all different?

I want to create a full sheet of mini labels with each label having different
information on it. How do I do this in Word or Publisher? Each allow the
creation of 'single' labels or full page of the same label. Tried saving a
'new document' using the Envelope and Labels section of 'Tools' but it does
not save the file as the correct size of label that I selected...that being
the mini labels with 40 per page. What am I doing wrong?

The New Document button should create a page of the selected size of labels.
They're set up as a table, so make sure you have table gridlines displayed
(Table | Show Gridlines) so you can see the label boundaries.
