how do i format cells so that words cannot be changed

First time making template. How do I format cells so that contents cannot be
changed. Also how do I move around to skip these cells so I only go to cells
that I want to fill in information.
 
Create an on-line form and put form fields in the cells where you want to
enter information, then lock the form.
