How do I fix sending a new e-mail that ends in outbox?

I can send e-mail reply but I cannot send newly created e-mails. They go to
my outbox and will not send though I follwed all directions to send. I also
restored my computer to 2 days ago and tried fixing it using the microsoft
correction ubder tools. Help...
 
Version of Outlook?
Type of account?
Error message when doing send/receive?
If you have a virus scanner that integrates with Outlook disable this
integration and try again.
