How do I export e-mail from Outlook Express 2003 into Outlook 200.

Is there another option? I have successfully exported the e-mails into a
..pst file, but Outlook 2000 will not recognize the Express 2003.

I assume you mean Outlook2003?
The OL2003 format pst is not backward compatible with earlier versions of
OL.
In OL2003 you need to create a new Data file, in old format, copy whatever
to it.
Then in OL2k File/Open/personal folder.
Try to avoid import/export it can leed to loss of data.
