How do I enable the Tools.Server menu command??

Trying to create a password protected subsite. Neither the Tools.Server menu
item nor the right click on subsite folder New.Subsite menu item is enabled.
How to I then do this?
 
You must have a FP Web/Site on a server hosting the FP SE (not a disc based web), and your host must allow access to the Server
