How do I enable the "open or save to disk" feature?

I unchecked the box in Outlook "open mail attachment" to not be prompted to
open or save to disk. How do I re-enable it?
 
I had the same question a few weeks ago. Never got an answer that worked.
What's weird is I figured no big deal because we got new upgrade PC's here
at work so that would fix it. It didn't. I have a totally different PC now
but still have the problem. I wonder if it is something saved in the .pst
file? That file get saved on our network.
