How do I enable the "Machine Debug Manager"?

Enable MDM ? It is a service, in services.msc.
If it is not started it cannot be used.
If you have an account that needs to use it, make
that account a member of the Debugger Users group.
Do not do this lightly - that account can do some
things you might not want to happen - so give this
membership to trusted accounts.

It is a single user machine, just me.

I first got the error message, "machine Debug Manager not
enabled." Now I get the message "The debugger is not
properly installed. Run setup to install or repair the
debugger." The message comes from the Microsoft
Development Environment"

I already have my user in the "Debugger Users" group.

Which "setup" is it referring to? I have just installed
and am running Visual Studio .net, the 2003 version.

IE; Tools, Options, Advanced, [_] Disable script debugging

Expect your Windows base directory to be polluted with zero-length
FFFF... files, which bulks up the directory, slows things down, and
increases the risk of it being corrupted.
