How do I document map to appear automatically for one documet in W

I have this policy document that has a table of content. How can I setup a
table of contens to appear as a Hyper Link like when user click on mission
statement on table of content it jums to that page?

or

I can do it thrugh Documents Map but it needs to be enable each time I open
this document. How do i set it so Documents Map open automatically along with
a document?
 
By default, TOC entries are already hyperlinked; even if the entries are
not, the page numbers are. In Word 2002 and above, you may have to press
Ctrl while clicking on them in order to follow the links.
