How do I disable those helpful little bubbles, they are getting annoying

How do I disable those help bubbles i.e. when the mouse is over the start button it says "Click here to begin". I don't need those messages. Everytime I mouse over anything, I get these tiny bubble messages saying what that thing does, I know what they do and I don't need the help messages. Thanks for any suggestions
 
TweakUI under Taskbar. Uncheck Enable balloon tips

Hi,

There hasn't been a way as of yet to remove Click Here to Begin or any on
the Quick Launch or Taskbar. The one's that can be removed are included in
this edit:

Disable All includes: Balloon Tips, Folder Contents Info Tips, Explorer
Pop-Ups, Show Info Tips, Start Menu and Notification Area.

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.
