balloon tips are blank

I have a Windows XP Media Center PC, and lately the balloon tips that appear
down on the task manager show up, but are blank.....there are no words/labels
in them. Also, when I move my mouse over an icon, it use to pop-up a bubble
w/ the program name or description, but now those bubbles are blank as well.
Not sure what happened. I've searched the web, but all I can find is how to
disable the balloon tips. I enjoy them myself and would like for them to
work, but not sure what to do. Any suggestions?? Thanks for any help!

Make sure that the two colors are *not* the same.

Right click Desktop | Properties | Appearances tab |
Advanced button | Item: Tooltip |
Color 1: is the back ground color
Color: is the font color
