How do I disable IM in Outlook 2003?

I find Instant Messenger obnoxious and people seem to frequently try to add
me to their IM list. I would like to completly remove it from my system, and
have tried through the "add/remove programs" but when I start up Outlook 2003
it starts up again. Can someone please help by telling me how to permanently
disable it?
 
START..RUN.. RunDll32 advpack.dll,LaunchINFSection
%windir%\inf\msmsgs.inf,BLC.Remove ENTER
