How do I dete these files?

I have several MPEG video files that were created from my PC tuner card.
When I try to delete them I get the following message. 'Access
denied. Make sure that the disc isn't full or write protected & that
the file is currently in use.' Clicking on the files properties doesn't
show anything unusably that I can see . How do I do I do I delete these

When I originally had this problem of not being able to delete these
large files I was holding down the shift as I pressed delete so as to
skip the recycle bin. I later found that some but not all could be
deleted if I just pressed delete & let it say that the file was too big
for the recycle bin & would I like to just delete it 100% instead. If I
said yes it was deleted.

A few of the files still would not delete so I tried rebooting into safe
mode but even if I pressed the F8 as XP loaded it just skipped over
these options even though I tried this several times. Any ideas as to
why I can't get into safe mode?
