How do I design a business card with a picture as the background?

I'm trying to design a business card with a full colour image as the
background. I've succeeded in modifying an entire page (background) with the
image but when I try to repeat the image within the margins of the business
card it does not work. Instead of having 10 repetitions of the image, I still
end up with a single full colour background page.

Is what I am trying to do in Word even possible?

Any assistance would be great.
