How do I create the illusion of water rising & going over dam?

How do I create the illusion of water rising & going over dam? Anyone have
suggestions?
 
Draw the required images (e.g. dam, water, etc) in PowerPoint.
Have the water fill up the dam.
Next, click Slide Show > Custom Animation.
Select the water, click Add effect > Entrance > Wipe (bottom to top). This
will animate the water to move in upward motion.
