I'M TRYING TO CREATE A TEST ONLINE, LIKE AN APTITTUDE TEST, HOW DO I DO THIS?? IS FRONT PAGE THE RIGHT PROGRAM?

What you're describing is an interactive server-side web application. Here
are your choices:

1. Find (Google?) one that already exists as a commercially-available
software package, and incorporate it into a web.
2. Be or become or hire a programmer to write one to your specs.

FrontPage is an excellent toolkit for developing web sites and web pages. It
can also be used to write server-side ASP or ASP.Net applications.
