How do I create an email toolbar in outlook 2007?

I used to have an email toolbar in outlook 2003 that I had templates saved to
so I could send out formatted emails to contacts regularly. How do I do this
in 2007? I am able to create the same toolbar but cannot find out how to add
the emails to that toolbar. In 2003 it was insert auto text...???
 
Where are you creating the toolbar? In the compose screen? Use Insert->
