How do I create a Site with a Header, Footer & Left Navigation

I have upgraded to Front Page 2003 and I am designing a Web Site where I want
the same information on EVERY PAGE with the SAME information, but I do NOT
want to use frames.

In Front Page 2000, this could be done, but I do NOT seem to be able to do
it using 2003.

Can anyone help.

Use a Dynamic Web Template to hold the boilerplate, and attach it to
content pages.
In FP2000, you possibly used shared borders or include pages, which
are also available in FP2003.
