Header and navigation menu

I'm currently updating/re-designing a website that I did not originally
design. I'm very new to web design so I need some help.

All the webpages have the same header. The old navigation menu is placed in
the header but I had to delete it because I do not know how to use the
program that creates the menus. Anyhow, I want to insert a new navigation
menu but I don't know how to add it so it appears on all the pages.

I tried adding the navigation menu to the header page. It sort of works but
does not appear on the rest of the pages, only in the header page. When I
deleted the old navigation menu, it deleted the menus on every page.

Someone please help!

I'm using frontpage 2003.

You can use Frontpage Includes but I would recommend a DWT. this way, you
are a bit less reliant on FPSE and you can hopefully create a website that
has compliant code

FYI: The FP Includes don't rely on the FP extensions on the live/remote server.

I do not understand what all of these abbreviations mean. Like I said, I'm a
complete beginner.
