How do I create a message board using a database in Access?

I would like to create a database so that people, where I work, can submit
new ideas and be able to view other people's suggestions. Is Access the best
way to do this, and if so, how do I set it up? If not what Microsoft
software would work out best?

It could be done in Access but I'd suggest finding a suitable web based
program designed for the task.
Probably free and most are labors of love that keep improving.
