How do I create a hyperlink in a Word document that will display the Hand
icon when the cursor is passed over the hyperlink text?

You can use a HYPERLINK field. For example:
{ HYPERLINK "C:\\My Documents\\filename.doc" }
or
{ HYPERLINK "http://www.microsoft.com" }.
Press Ctrl+Shift+* to toggle on display of non-printing characters. Press
Alt+F9 to toggle on display of field codes. Press Ctrl+F9 to insert the
field braces. Type the desired hyperlink between the braces. Press Alt+F9
to toggle off display of field codes. Press Ctrl+Shift+* to toggle off
display of non-printing characters.

You can turn that off by clicking on Tools | Options | Edit | uncheck the
"Use CTRL + Click to follow hyperlink" box.

Please be aware that you are changing the setting only on your computer,
not for the document. If you distribute it to other users who still
have the option on, they will not get the hand.
