How do I create a header for an outlook message template

I need to create a header in a template for Outlook 2002. I can open a form
and edit and create the header I need with the word editer however when I use
the template form the header does not show up at all. Is there a way to make
it visable.

I'm not sure I understand what you're trying to do. Messages don't have
separate headers and footers.
