How do I create a desktop shortcut to a file in a Public Folder?

I nedd to make a shortcut on my desktop to an excel file that is stored in a
Public Folder on my intranet. All outlook seems to let me do is create a copy
of the file on my desktop but because this is an shared file that is always
being updated I need to be able to access the original via a shortcut. I know
I could get past this by having the file in a normal folder outwith outlook
but due to the nature of my intranet system I'm unable to do this and it has
to be kept in an outlook folder.

Is this possible?

No, not to a file, only up to folder level.
