How do I Create a banner with Frontpage 2003?

I'm using FP2003 I can't seem to create a banner. I've folded the help
section, but when I open a new page (no theme just a blank page) and follow
the directions in the insert menu banner is grayed out. Is it the new page,
or do I need a theme, or what? I'm missing something and have been going over
the same footprints over and over again. Can anyone offer some advice or the

You must first open a web / site via File Menu | Open Web / Site then you must create you page and
build a navigation structure under Navigation View.
