How do I correct send error in the Office 2000 Outlook?

My Outlook 2000 SP-3 tries continuously to re-send accumulating messages that
at the end of transmission always receive Error Number: 0x800ccc13. I
observed this problem every time I copy and paste swimming results from
www.socalswim.org to my Outlook's outgoing message. In the past this problem
"somehow" correct itself but not currently.

1) Try detect & repair from the help menu
2) Error 0x800ccc0d or 0x800ccc0f when Receiving and Sending E-Mail

3) Turn off antivirus scanning of send/receive, especially if you're using
Norton System Works
4) If you're using a modem, update the driver

Do the above, one at a time, and let me know if any of them worked for you.
 
Also, make sure your outgoing email settings are correct. Verify them by
checking against your ISP website's documentation.
 
I could not get suggestion 1) to work but with recommened link in 2) I hit
jack pot! Method 1, 8 & 9 were used and when the Outgoing Access On Port 25
was changed to new number, all accumulated messages were sent out. Thank you,
