How do I control traffic in and out when connected to the internet?

I'm considering getting a GPRS PC card for my PC.
Having the ability to be connected almost anywhere is brilliant.

BUT: how do I stop ALL traffic other than what I want?
For example... I don't want to be connected and have Windows start
downloading the latest update!

There are providers out there (in UK) that give 'unlimited' traffic per
month - but stop your service if you go over 2GB.
(Duh... how dumb is that!)

Is there a way to turn on and off the traffic quickly?
When back in the office... I istll want to get anti-virus updates and
other Windows updates.
