How do I control if a file is attached below the Subject line or .

How do I control if a file is inserted in the attachment line below the
Subject Line or in the body of the message in an outlook e-mail?
 
It is controlled by message format and possibly if Word is your e-mail
editor. (I don't use Word as my email editor, so plain text/html has the
attachment under the subject while rich text puts the attachment in the
body.)
