How do I close a port?

My modem refuses to work- it keeps telling me that the port is open, even
after a complete restart. I think it's a problem with the Bluetooth
installation, but I've now uninstalled this. How can I force Port 3 (where
the modem is) to close? It means I can't dial up or send faxes.

Run msconfig and see if something is loading at startup that would use
the modem, maybe something got left behind from Bluetooth.
System restore would also be an option
