My emails reject if they are over 11MB. How do I change the system
requirements to allow me to send larger emails?

That's a limitation imposed by the ISP/Mail Service Provider, not Outlook.

Which "system"? Your local computer does not impose a limit on email size.
Your local email client (MS Outlook ???) does not impose a limit on email
size. The system which imposes a limit on email size is your (unnamed) email
service provider, and I don't think they will let you make any changes to
their system.
