How do I change the input language with xp?

Hi,
Basically I am wanting to write to my freind in Turkey in turksi. I have
widows xp and am having difficulty in switching between laguages. Ie, when i
type I want to be able to type in turkish and then switch back to english
when fonished..I know it might be something to do with the kanguage bar
option in Regional and Language options but it is greyed out, and unable to
click on it?
Whats going on?

Any help would be greatly appreciated as it is driving me mad

You may have to be logged on as an Administrative user to change those
options.
