The default picture editor for Windows Picture and Fax Viewer is MS Paint.
How do I change the editor to another program, so that I can select that new
program using the button at the base of the Viewer when I am viewing a
picture?

Right clisk on the picture you want to open, and choose open with and find
the program you want to use, if you want to make this a perm change, select
the box marked always open with this program

Have a look in the new viewer program settings - most times there is
an options for that program to become the default viewer for
certain/various image types.

Alternatively, go to the image file name, right click, choose Open
With. Use the Choose Program ... option

(DO NOT USE THE PROGRAM IF IT ALREADY APPEARS IN THE LIST ABOVE THE
"CHOOSE PROGRAM" OPTION - this will only work once and not change the
option permanently)

In the Open With window, find the program (or use the Browse ...),
TICK THE BOX "ALWAYS USE THE SELECTED PROGRAM etc.
