How do I change the click here to add a new task settings?

When I click to add a new task, the start date and due date automatically
fill with today's date. I would like to change this default setting to
"none". Haw can I do this?

You mean where it says; "Click here to add a new task"?
You cannot change this when you are adding it via the To-Do List.
When you add it via the Tasks folder, then it will be set to <none>.
