On a per-message basis, click Format>Plain Text in the compose window. On a
permanent basis, click Tools>Options>Mail Format and in the "Compose in this
message format" drop-down, choose Plain Text.
If you are replying to or forwarding an incoming HTML message, the reply or
forward will always be in the original message's format no matter what the
permanent setting is, so you'll have to change it manually, if you wish.
For Outlook 2002 and 2003, there is also an option you can set that will
convert all incoming mail to plain text no matter what it was originally..
