How do I block ability to change Themes?

Is there a local policy or any other way to keep users from accessing the
Themes tab or from changing Themes? By the way, most end users are power
users.

Nevermind, I just found it under Group Policy!

I have to ask: why do you care? I can't imagine any kind of security issue
that would arise if someone wants to make their background purple.
