How do I assign default domain controller for authentication in a WAN environment?

I have a single Windows 2000 domain with a master site and a remote site. The master site houses 2 domain controllers (one being the global catalog server). The remote site houses 1 domain controller. They are connected via a VPN. I noticed that users at both sites are not always authenticating to a "local" domain controller. Is there some way to configure this? Thanks.
 
Use Active Directory Sites and Services to create a site for your remote
location. assign the ip subnet to it and then users with authenticate to the
closest dc.
