How do I allow my friend to upload his FrontPage web?

Just installed FrontPage Server 2002 extensions on my IIS server. What's
the next thing I need to do so my friend at a remote location can upload his
FrontPage web?

If he has a registered domain,
"And if" the domain has been "registered" with a Domain Name Server
that points his domain name to an IP address on your server,
"And if" it has been registered with the DNS servers for at least 48 hours,
all he needs to do in FrontPage ( with his web open in FrontPage )
is select ( on the FrontPage Toolbar ) File > Publish and then enter
http://domainname.com or dot net whichever is appropriate
and click Publish
 
The domain and DNS stuff is all done. I am wanting to know the best
newsgroup which actually discusses configuring the actual extensions via
IIS.
