How do I adjust the position from the edge of the page?

I am trying to set up a one-page document (a template of sorts)with a page
border, a graphic at the top and bottom (inserted in header/footer)and a text
box in the middle. This document will standardized the look of flyers in our
company. The text box will be the area in which everyone can type their
specific announcements. If setting up the page border margins from the
"edge", it is too close to the edge of the page. If I set it up from the
text, it is too far (no matter how I adjust it). This seems like it should
be such a simple thing to do. I'm using MS Word 2003. Can anyone help
please????

If that's your goal, then please do not simply make a "template of
sorts" -- make real template (*.dot) available to your users, or you
will never be able to force a new layout.

What I would do is: set a 1x1 table with large size, define inner
indents as big as you want them, and add a border to the table. Disable
all "Allow resizing" stuff. Make sure the text is centered vertically in
this table cell. Set the height to exactly x pt/cm/inch, once you have
all formatted, pull the left, right and lower border of the cell to your
page margins (which you have set beforehand to the same value).

Thank you for taking the time to help me! I had begun moving in that
direction myself. I've created basic onse for other personal uses. Should I
create a large text box in the center (acceptable free text area) for
everyone to use? I have the words: Event Name, Date/Time and Details listed
in various font sizes as a guidline.

I created the template. However the end user is able to move the page border
(a non-filled rectangle). Is there a way to lock this down like the
header/footers? When I used the page border feature I was never able to
position the border where I actually wanted it.
