how do I add software to my allow list

You can set yourself as an advanced member of spynet, and enable alerts for
not-yet classified items--but I'm not sure even that gets you an "always
allow choice" for an unknown item.

It does not give you an always allow option..

Nor does adding the program to your ignore list, I still get notices on those.

Near as I can tell that functionality is completely broken.

Hello All,

the Allow list is not working like it should, but go to:
Tools,(scroll down) Advanced options, browse to the program you want to
allow and then it leafs the program alone at scans and actions taken by
that program!
