FrontPage XP will not let me add a webcam image from another site, yet I know
others who have the same program and they are able to add a webcam image.
What could be the problem?

Maybe you should ask the "others" who have the same program - whatever that
is.

You'll have to explain what you are trying to do more better.

"more better" is incorrect Englishesian.

You should say "betterer".

Of course, you should never link to somebody's image without their permission.
You'll rob them of bandwidth and possible copyrights. One way to include an
image is to use an INLINE FRAME. I don't know what version of Frontpage you
have, so I'm not going into the details of this, but it's very easy to setup in
Frontpage. Look under the HELP section for Inline frames.
