How do I add 5.5 x 3.5 to output sizes in print options?

I need to print postcards such as the kind you get in the post office, but
there is not a choice in either the Page Size or Output Size selection menus
in the printing properties menu. I have spent weeks trying to find a place
where I can either add a new selection or customize an existing. This
includes online searches. All I get from MS help are how-tos for certain
Avery forms or printing overlays on a postcard, which are not what I need to
do. It must be possible, people print postcards all the time.
Recently the State of Michigan Bureau of Elections installed on my computer
their program for maintaining voter registrations. There are now two new
names I can select for Paper Size and Output Size for the forms I must print.
So it must possible to do this. Do I need to download a program? Or am I
just missing something somehow?

Unless your printer driver allows you to define custom paper sizes, you'll
need to create a document with this custom paper size and then save it as a
template.
