How do I activate the option to save a file or open it using the hyperlink
function?
I have a file that I would like to offer the ability to save it their hard
drive or open it upon clicking on it. Right now when I click on it it just
opens and does not give the option.

You don't really activate this feature. This is decided by the browserbased
on the type of file that it is. The browser knows what to do with certain
files, like html, txt, and even word docs (if it's IE). To get around this
you need to put the document into a format that the browser doesn't know how
to display. Putting your documents into zip files is an excellent choice
because a Zip file cannot be displayed in the browser so the browser will
prompt what to do with it and it can also save a little on bandwidth.
